Kelly is a Senior Associate in the political due diligence practice at Global Counsel. Kelly has previously worked for the UK civil service. In HMRC, she investigated money laundering and VAT fraud. At the Foreign, Commonwealth, and Development Office she helped manage a global program helping partner countries improve their anti-corruption capabilities through legislative and operational changes. Most recently at HM Treasury, she assessed tax policies’ compliance with subsidy obligations, assisted development of the Subsidy Control Act, and collaborated on the subsidy and competition elements of international trade agreements.  

At GC, Kelly works within the political due diligence team advising investors on the political and policy risks and opportunities of asset purchases. 

Recent examples of her work include:

  • Advising an investor on the risks and opportunities in relation to the apprenticeship and further education sector. 
  • Drafting client notes on the implications of the Renters Reform white paper. 
  • Supporting an international education finance company understand the UK’s school system.
