Global Counsel expands its Asia advisory offering
Global Counsel, a leading global strategic advisory firm helping clients navigate risks and opportunities in politics, regulation, and public policy, is excited to announce the expansion of its Asia advisory practice.
Raihan Zulimran joins as Director in Singapore in Global Counsel’s global financial services practice, with a particular emphasis on enhancing the team’s advisory offer in fintech, payments and digital assets. Raihan previously served in the Monetary Authority of Singapore where he led on policy and market development initiatives.
Pahala Mansury joins as Senior Adviser, further expanding Global Counsel’s advisory services supporting international corporations to navigate Indonesian and regional politics, and market entry opportunities. Mr. Mansury is currently Vice Chairman of Bank Negara Indonesia and a former Indonesia Deputy Minister of Foreign Affairs.
This expansion builds on Global Counsel’s decade-long presence in Asia and strengthens its advisory capabilities in a region which continues to attract interest from international investors and global corporations.
Raihan Zulimran
Raihan has over 20 years of experience navigating the public policy ecosystem in Singapore, advising clients on the complex landscape of financial services policy and geopolitics in Asia. He brings deep expertise in fintech, payments, digital assets, and data connectivity, drawing on his leadership experience in both central banking and the private sector.
Prior to joining Global Counsel, Raihan served with the Monetary Authority of Singapore, where he led policy and market development initiatives across key areas including fintech, payments, digital assets, and data connectivity. He also contributed to regional development and international cooperation efforts as part of the central bank’s international team.
A former diplomat, Raihan started his career in Singapore’s foreign service before transitioning to the aviation sector with Changi Airport Group, where he played a key role in planning and managing the development of Jewel Changi Airport. Raihan's extensive experience in regional geopolitics and financial services will be invaluable in helping clients navigate rapidly evolving Asian markets.
Pahala Mansury
Mr. Pahala Mansury is the Vice Chairman of Bank Negara Indonesia and an accomplished banker with extensive experience across both the political and private sectors.
Mr. Mansury has held prominent government positions, including Vice Minister of Foreign Affairs (2023-2024) and Vice Minister of State-Owned Enterprises (2020-2023), where he also served as Vice Chairman of Pertamina, Indonesia’s state-owned energy giant.
In the private sector, his leadership roles include serving as CEO of Bank Tabungan Negara (2019-2020), Indonesia’s largest mortgage bank; CFO of Pertamina (2018-2019); and CEO of Garuda Indonesia (2017-2018), the national airline.
Throughout his career, Mr. Mansury’s contributions have been widely recognised, earning prestigious accolades such as ASEAN’s Best CFO (2021) and Indonesia’s Best CFO (2013). He was also a two-time runner-up for FinanceAsia’s CFO of the Year award in 2007 and 2009.
