Global Counsel expands US team with senior appointments

Global Counsel is pleased to announce the expansion of its US team with the appointment of Justin Memmott as Director, US Politics and Policy. He will provide best-in-class strategic advice to our clients on the issues driving policymakers in Washington, DC.

Justin’s arrival marks an exciting new addition for GC as the firm continues to bolster its coverage of North America, following the hiring of Sourav Bhowmick, Director for Global Investor Services in the US and North America.

Justin most recently served as Staff Director and Chief Counsel for the US Senate Committee on Energy and Natural Resources under then-Ranking Member John Barrasso, M.D. (R-WY). During the 118th Congress, Justin was the Senator’s principal negotiator for the bipartisan Energy Permitting Reform Act of 2024. He also led efforts on key legislation, including the enactment of the Nuclear Fuel Security Act and the Prohibiting Russian Uranium Imports Act. Justin also served as Senior Counsel for the US Senate Committee on Environment and Public Works, advising then-Chairman Barrasso on issues related to oil, natural gas, fuels, chemicals, and nuclear energy.

Sourav was most recently at the US Department of the Treasury, where he served as Senior Advisor and Chief of Staff for Inflation Reduction Act Implementation. Earlier at Treasury, he was Deputy Executive Secretary, managing the domestic policy development and briefing process for Treasury Secretary Janet Yellen.
