Hilary analyses politics and policy developments in the UK, and helps advise clients on their impact.
Hilary is an Associate in Global Counsel’s UK politics and policy team. Before joining GC, Hilary conducted research into clean energy innovation policy in the EU and UK for a Japanese government agency. Prior to this, she spent over two years working as a Senior Researcher to the Rt Hon Kwasi Kwarteng MP. She supported his work in Parliament and as the Secretary of State of Business, Energy and Industrial Strategy.
Before working in Parliament, Hilary worked as a research analyst for Forever Learn, a company that provides education and technology solutions to governments in low- and middle-income countries. She holds a first-class BA and MSt from the University of Oxford, where she focused on the history and politics of twentieth-century East Africa.
At GC, Hilary supports clients across a variety of sectors, including education, e-commerce and food. Recent examples of her work include:
- Analysing and briefing clients on policy developments in food and preventative public health.
- Advising a major e-commerce company on geopolitics and likely tax changes.
- Providing detailed briefings on the background and policy priorities of key politicians.
