Russell advises on AI policy, cyber security, digital identity and quantum, as well as law enforcement and home affairs issues.

Russell is a Senior Associate in Global Counsel’s Technology, Media and Telecoms practice. He advises on the fast-moving world of AI policy as clients look to develop, deploy and adopt AI. He also supports clients adapt to the shifting cyber security landscape in an increasingly digital world, and has a broader interest in safety tech from digital identities to quantum computing.

Prior to joining Global Counsel, Russell worked in the Home Office, developing policy for UK law enforcement on the threats and uses of emerging digital technology, from data analytics and deep fakes, to blockchain and virtual reality.

He has worked in government on cyber security policy with industry, academia, and the security community. He also has experience in the third sector from working at the Royal Academy of Engineering on how technology can support capacity building across the globe to achieve the UN Sustainable Development Goals.

Examples of recent work include:

  • Advising a leading AI developer on strategic engagement and legislative developments
  • Hosting an MP led roundtable contributing to a government review on cyber security and economic growth convening cyber security practitioners, policymakers, and digital and physical retailers
  • Running a workshop on upcoming trends in AI, cyber security and digital identity policy and legislation for a global software company
  • Working with a global EdTech company to build their political brand in the UK.
