Russell is a Senior Associate in Global Counsel’s International Policy Practice. Prior to joining Global Counsel, Russell worked in the Home Office, developing policy for policing on the threats and uses of emerging digital technology, from data analytics and deep fakes, to blockchain and virtual reality.
He has worked on cyber security policy in the UK with industry, academia, and the security community. He also has experience in the third sector from working at the Royal Academy of Engineering on tackling the UN Sustainable Development Goals. At GC, he advises on issues related to geopolitics, technology and international institutions.
